Kaja Kallas, the head of EU diplomacy stated this, Ukrinform reports.
"Today, 25 EU member states have committed to becoming participants in the tribunal," she said at a press conference.
According to Kallas, the European Union is now awaiting all cost estimates, particularly from the Netherlands.
"Putin's regime started this war and therefore must face the consequences," the diplomat emphasized.
On October 13, it was announced that the European Union had decided to allocate funds for the launch of a special tribunal to investigate Russia's war crimes.
