Russia violates agreements on exchange of prisoners and does not comply with Geneva Conventions
Ombudsman Dmytro Lubinets said that currently Russia does not comply with agreements under Geneva Conventions, but only "engages in provocations"
In a Telegram post Dmytro Lubinets pointed out Russia's non-compliance with the Geneva Conventions and said that Russia "only engages in provocations."
"In particular, during a meeting with president of ICRC, Mirjana Spoljaric, Moskalkova (Tatyana Moskalova, Russia’s Commissioner for Human Rights - ed.) asked to intensify work on visiting Russian prisoners in Ukraine, as if Ukraine does not comply with the norms of Geneva Conventions. At most, she showed a dubious video," he wrote.
The Ombudsman emphasized that only Ukraine brought letters from Russian prisoners to the negotiations. And also the Ukrainian side exclusively gives access to them to representatives of the International Committee of the Red Cross .
"Only the Ukrainian side complies with the norms of international law, provides Russian prisoners with normal living conditions, food, and covers all medical needs. During their release from captivity, there are no complaints from them about conditions of detention. Unlike our prisoners and civilian hostages, who are tortured, starved, abused and have psychological pressure on them," Dmytro Lubinets said.

The ombudsmen of Russia and Ukraine in Ankara have already held several rounds of negotiations, during which they primarily discussed exchange of prisoners and release of Ukrainian civilians.
