President Volodymyr Zelenskyy announced on April 17 that the Ukrainian team did not discuss territorial matters during the meeting in Paris, focusing instead on a ceasefire.

Speaking during a briefing, Zelenskyy explained that the mandate of his team and President Macron’s team did not include Ukraine’s territories. "Their mandate, which I gave them, is focused on discussing the ceasefire issue, including various formats," he said.

He also added that Ukraine seeks a full ceasefire but considers an unconditional cessation of attacks on civilian infrastructure, energy, and the sea. "Ukraine is ready for an unconditional ceasefire, as we have stated multiple times, following the proposal from the United States. We’ll see what the proposals from the sides are today," said Zelenskyy.

Additionally, the president mentioned that during the meeting, the teams reached a common understanding on many issues. He spoke with French President Emmanuel Macron and emphasized their shared views on current events, including diplomatic efforts.

Zelenskyy also shared that Ukrainian Minister of Defense Rustem Umerov would have a separate meeting with his French counterpart, and a separate meeting of foreign ministers from four countries—France, the UK, Germany, and Ukraine—would take place. A final joint meeting of all participants, including U.S. representative Steve Witkoff, is planned.

"The meetings, our position is that we are discussing contingents, security guarantees, and the relevant coalition, which you know is part of our work. The issue of ceasefire, especially Russia’s breaches of the ceasefire, is also being discussed," the president said.

  • On April 17, the Ukrainian delegation, led by Head of the Presidential Office Andriy Yermak, Minister of Foreign Affairs Andriy Sybiha, and Minister of Defense Rustem Umierov, arrived in Paris to discuss ceasefire prospects and future security guarantees for Ukraine with representatives from the UK, Germany, and France. U.S. officials Marco Rubio and Steve Witkoff are also in the French capital.
