
U.S. aid to Ukraine used effectively, says Ukrainian audit
Four audits confirm $30 billion in U.S. assistance was well-managed and used for designated purposes
This is stated in a report on the agency’s website.
"The Accounting Chamber conducted audits of the use of part of the direct U.S. budget support to Ukraine. The results of the audits, which were carried out with the support of the U.S. Government Accountability Office’s Center of Audit Excellence, confirmed that the financial support provided to Ukraine by the U.S. was used effectively and in accordance with the defined goals," the statement says.
It is noted that the total amount of direct budget support provided by the U.S. government from 2022 to 2024 was over $30 billion.
These funds were implemented through several key agreements:
- The project "Public Expenditures for Administrative Capacity Endurance" (PEACE in Ukraine) - $27.05 billion, including $12.7 billion for the Pension Fund of Ukraine (PFU);
- Additional Agreement No. 8 to the Agreement on Task Execution in the Development Field - $1.7 billion;
- Grant from the Multi-Donor Trust Fund - $1.1 billion.
In particular, the financial audit of the Multi-Donor Trust Fund grant confirmed the accuracy of the financial reporting and found no violations in the receipt and accounting of the funds.
The audit of the effectiveness of the direct budget support confirmed the targeted use of grant funds for ensuring the basic needs of the population, including paying salaries to educators and medical staff. At the same time, the Accounting Chamber recommended improving the verification procedures for recipients, enhancing information exchange between state IT systems and registries, and introducing mechanisms to streamline and optimize social payments.
Another audit found that $1.7 billion of direct budget support for medical services in Ukraine was also used effectively.
"The auditors of the Accounting Chamber confirmed that, under wartime conditions, the Pension Fund of Ukraine managed to ensure stable pension payments for more than 10 million pensioners, including by utilizing loans and grants from the PEACE Project, whose main donor was the U.S. These funds, specifically $12.7 billion, were used as intended," the press service stated regarding the results of the fourth audit.
- In February, U.S. President Donald Trump stated that he did not understand where the funds allocated to Ukraine went. "We gave Kyiv, it seems, $350 billion. Well, maybe a little less, but that’s a significant amount. But where is all that money? Where does it go? I have never seen a report on this," he said. Meanwhile, Ukrainian President Volodymyr Zelenskyy, commenting on Trump’s statement, said that the war cost $320 billion, of which $200 billion came from the U.S. and the EU.
