Czech Radio reported the information.
"All of Russia's proposals so far were essentially dictates. The Kremlin imposed conditions as an aggressor, which it has no right to do," Pavel stressed.
Pavel believes the Ukraine war will conclude with either one side's defeat or the acknowledgment that neither can fully achieve its goals. He suggests a point may arise when Moscow and Kyiv realize continuing the war only leads to more costs, suffering, and losses, without hope of success.
He acknowledges it may take a considerable time before reaching this point, with significant economic and human losses on both sides.
"The situation is deteriorating, even in Russia," Pavel observed.
Meanwhile, Turkish President Recep Tayyip Erdoğan recently asserted that peace talks on the Ukraine war won't be effective without Russian involvement.
