According to Reuters’ calculations, Kyiv’s attacks on ten Russian refineries have knocked out at least 17% of the country’s refining capacity, or 1.1 million barrels per day.
Experts say Ukraine’s actions are intended to raise the stakes for potential negotiations on ending the war, challenging the notion that Kyiv has allegedly lost the conflict following the U.S.-Russia summit in Alaska between President Donald Trump and Vladimir Putin.
