Turkey and China appear to be creating their own platforms for a settlement in Ukraine, which the Kremlin is likely to use to further develop its narratives
The Institute for the Study of War writes that Russia is likely to turn these proposals into an information weapon to promote the idea that Ukraine is refusing to negotiate.
According to the experts, the Kremlin is not interested in negotiating with Ukraine in good faith and is not interested in ending the war on any terms other than those formulated by Russia.

Li Hui, the Chinese government's special representative for Eurasian affairs, will visit Ukraine, Russia, and several European countries to negotiate a "political settlement of the Ukrainian crisis."
