The Institute for the Study of War writes that Russia is likely to turn these proposals into an information weapon to promote the idea that Ukraine is refusing to negotiate.
According to the experts, the Kremlin is not interested in negotiating with Ukraine in good faith and is not interested in ending the war on any terms other than those formulated by Russia.
