The National Resistance Center reports that these fines come in the form of lower purchase prices for crops.
Ukrainian farmers in the occupied territories are required to sell their grain to a “state operator” at a fixed price. This operator then sells the grain at market prices, keeping the profit for Russia.
“If the harvest is poor, the price that farmers receive for their grain can be further reduced. This is how the occupying Russian-installed administration controls the industry,” the Center explained.
