Russia strikes multiple Ukrainian regions, causing power outages

Strike on Kharkiv
At 6:08 a.m., an explosion was heard in Kharkiv, according to the Regional Military Administration. “Preliminarily, the strike was carried out with a missile, targeting one of the largest districts of Kharkiv,” wrote Mayor Terekhov.
At 6:11 a.m., Terekhov stated: “Russia continues to attack Kharkiv with missiles.”
At 6:14 a.m., the Regional Administration reported: “Russian occupiers have carried out a third strike on Kharkiv.”
“According to preliminary information, all strikes hit the territory of one of Kharkiv’s civilian enterprises in the Kyivskyi district. As of now, there have been no reports of casualties,” Terekhov wrote at 6:34 a.m.
Attack on Ukraine's western regions
Volyn region
At 6:21 a.m., Suspilne reported explosions in Lutsk and Rivne.
“Explosions in Lutsk! Please stay in a safe place. Details later,” wrote Lutsk Mayor Polishchuk. Three minutes later, he reported new explosions.
At 6:47 a.m., the head of the Volyn Regional Military Administration, Ivan Rudnytskyi, confirmed missile strikes in the region.
“Emergency power outages have also been implemented. Stay in shelters until the air raid alert is over,” he added.
Polishchuk wrote at 6:50 a.m.: “Part of the city has lost power. I am on the scene. Details later.”
The Mayor provided an update at 7:50 a.m.:
“There are multiple strikes in the city. Due to the air raid alert, we cannot disclose the exact locations. Unfortunately, parts of the city are without electricity, and public transport is temporarily out of service,” he said.
A decision was also made for Lutsk schoolchildren in the first shift to switch to remote learning.
“We are opening Points of Invincibility and warming stations in all city schools. They are already open. If you need to charge your phones or warm up, use the internet, you can visit them. Fortunately, no casualties have been reported so far,” the Mayor summarized.
The Rivne Regional Administration reported that the strike has left more than 280,000 consumers without electricity and caused disruptions to the water supply.
“Schools in Rivne and parts of the Rivne district will switch to remote learning,” wrote the head of the Regional Administration, Oleksandr Koval.
Rivne Region
A missile strike caused over 280,000 power outages and disrupted water supplies, according to the Rivne Regional Military Administration. Schools in Rivne and parts of the district have switched to distance learning, said regional head Oleksandr Koval.
An explosion was reported at 8:28 a.m., Suspilne stated.
Volyn Region
By 9:19 a.m., Volyn Regional Military Administration head Ivan Rudnytskyi confirmed missile strikes on critical infrastructure, leaving about 215,000 subscribers without electricity. Damaged private outbuildings were reported, but no casualties occurred.
Emergency teams have extinguished the fire, and efforts are underway to restore heat, water, and power, Rudnytskyi added.
Lviv Region
Energy infrastructure facilities were targeted, according to regional head Maksym Kozytskyi.
Khmelnytskyi Region
Explosions were reported in Khmelnytskyi at 8:18 a.m. and again 12 minutes later. The Regional Military Administration confirmed partial power outages in Shepetivka and Khmelnytskyi districts. Emergency blackouts were implemented by NPC Ukrenergo. An outbuilding was damaged, but no casualties were reported.
Ivano-Frankivsk Region
Explosions were also reported at 8:18 a.m., with air defense forces engaged. Critical infrastructure in Prykarpattia was targeted. Damage to private houses was recorded, but no casualties occurred. Emergency power outages have been introduced.
Explosions in Vinnytsia region
Deputy Head of the Vinnytsia Regional Military Administration Natalia Zabolotna reported that as a result of the Russian missile attack, residential buildings were damaged, a utility building was destroyed, and a private car caught fire.
Additionally, a woman was injured in the attack and is receiving necessary medical assistance.
Sumy region
The Regional Military Administration reported that the Russians launched a missile strike on the infrastructure of the Shostka community.
"All necessary services are working on-site. The consequences of the Russian attack are being clarified," they added.
Air defense in Kyiv region
At 12:19 a.m., the Kyiv Regional Military Administration reported that Russian drones were detected in the region. Air defense is working on the targets.
At 08:11 a.m., the Kyiv City Military Administration reported that as a result of a missile strike on Kyiv, debris fell in the Dniprovskyi district. Preliminary information indicates it fell in an open area. No reports of casualties or damage.
Additionally, according to the Kyiv City Administration, missile debris also fell in the Darnytskyi district of the capital, likely on the territory of an enterprise.
“Minor damage was caused to several utility buildings and a cargo vehicle,” the administration added.
