According to the Ukrainian National Resistance Center, fines will be imposed on private homeowners displaying street signs with Ukrainian names starting in 2025.

This move is part of a broader effort to erase Ukrainian identity and remove any symbols that highlight the region's occupied status. The National Resistance Center described the fines as a push for "total russification."
- Petro Andriushchenko, the head of the Center for Occupation Studies, said that Russia is trying to ramp up recruitment in the temporarily occupied territories of Ukraine.
