Luhansk Regional State Administration head Artem Lysohor reported the information.
According to Russian legislation, from July 1, 2024, individuals without a Russian passport in the territory of “Luhansk People's Republic” may be deemed foreign citizens and face deportation if deemed a threat to Russia.
Lysohor reports that Russians have now found a method to deport those who already hold Russian passports. Specifically, a corresponding bill is already under consideration. If adopted, the population in the occupied territory will be stripped of Russian citizenship for breaking their oath.
"Given the broad interpretation of the obligations set out in the text, it will be possible to be deprived of citizenship for anything. The innovations will apply exclusively to people from the occupied territories," explained the head of the regional state administration.
