Ukraine's National Security and Defense Council warns of possible Russian false-flag attack in Moscow
Russian special services might stage a terrorist attack in Moscow and frame Ukraine for it

Andriy Kovalenko, head of the Center for Countering Disinformation under the National Security and Defense Council, shared this warning.
"Russia is struggling to find evidence to accuse Ukraine of war crimes because none exist," the report states.
Kovalenko suggests that this lack of evidence might push Russia to orchestrate a terrorist attack in Moscow to falsely accuse Ukraine of terrorism and pressure its foreign allies.
- Russian special services have already claimed that Ukraine attempted to attack the heavy cruiser Admiral Kuznetsov in Murmansk, as well as three high-ranking officials of the Russian Ministry of Defense in Moscow.
