EU pledges additional €100 million in winter aid to Ukraine, Kaja Kallas says
During a visit to Kyiv, the EU's foreign policy chief, Kaja Kallas, unveiled a new round of support for Ukraine in its fight with Russia

According to Kallas, Ukraine will receive €10 million from the EU to create a special tribunal to investigate Russia's war crimes.
She emphasized that Russia's economy is already severely weakened: inflation exceeds 20%, monetary reserves are depleted, and growth has nearly stopped.
Kallas reported that the EU has already allocated €800 million to support Ukraine this winter and is now working on allocating an additional €100 million for generators, shelters, and other needs. In addition, the EU is increasing Ukraine's combat capabilities by allocating another €2 billion for cyber defense and veteran support.
Another important initiative is a reparations plan, backed by frozen Russian assets. Kallas noted that the EU will insist on converting these funds into support for Ukraine's defense, rather than burdening European taxpayers. The EU representative emphasized the responsibility of Russian leaders for war crimes, including the forced abduction of children and sexual violence.
"Today, we are allocating another €6 million to support children abducted by Russia and victims of sexual violence," Kallas announced.
She also drew attention to the surge in hybrid attacks and called for transforming Europe's economic power into an effective deterrent to war.
According to her, strengthening defense is aimed not at escalating the conflict, but at preventing war and meeting NATO standards.
Earlier, Kallas announced her visit to Kyiv on her social media page.
“I am in Kyiv today for talks on financial and military support, the security of Ukraine’s energy sector, and holding Russia accountable for its war crimes,” Kallas stated.
She emphasized that the courage of Ukrainians inspires the whole world, and their resilience requires constant support from Europe.
Ukrainian Foreign Minister Andrii Sybiha met Kaja Kallas at the train station after her arrival by train to the capital.
