President Volodymyr Zelenskyy said he does not consider Russia’s promise not to seize all of Ukraine a concession, nor does he believe Kyiv should give up Russian-occupied territories

He made the remarks during a meeting with German Finance Minister and Vice Chancellor Lars Klingbeil, Interfax-Ukraine reported.

“As for concessions from Russia, I am not aware of any. I do not consider what was voiced from the Russian side — that they are ready not to capture the rest of Ukraine — to be concessions. Nor do I think it is a concession that they propose we withdraw from territories not under Russian control,” the president said.

At the same time, he stressed that even discussing such matters falls outside international law.

Zelenskyy added that the timing of a potential leaders’ meeting depends solely on Russia and the United States.

“Because it was the United States of America that proposed, I remind you, a ceasefire on March 7. We supported it,” Zelenskyy explained.

  • U.S. President Donald Trump said on August 8 that a peace agreement between Russia and Ukraine would involve some exchange of territories.
