This was stated by Deputy Head of the Ukrainian Mission to the OSCE Victoria Kuvshynnykova during a meeting of the Permanent Council of the OSCE on 18 April, Ukrinform reports.

"Every day Russia kills people and destroys critical infrastructure in Ukraine. Yesterday there was another terrible attack. Russia fired three missiles into a densely populated area of Chernihiv. At least 18 people were killed and 78 others injured. This is terror at its most horrific. Just one of many cases," she said.

Kuvshynnykova emphasised that Ukraine needs more air defence systems to protect civilian objects, as 97 per cent of attacks are aimed at them.

"Russian propagandists do not hide their intentions, openly stating that their goal is to make Ukrainian cities uninhabitable. In addition to missiles and drones, the Russians are massively dropping guided bombs on Kharkiv, Sumy and other districts and settlements along the frontline," the diplomat said.

  • On March 22, the Russian occupation army attacked the largest hydroelectric power station in Ukraine - DniproHES. A person was killed as a result of the hit. Oil products also got into the river.
  • On March 25, Ukrhydroenergo said that it would take years to restore DniproHES.
  • Prime Minister Denys Shmyhal said that as of 5 April, Russia had destroyed 80% of Ukraine's thermal power plants.
  • On the night of April 11, Russia again launched a massive air attack on Ukrainian territory. A total of 82 missiles and drones were launched. Ukrainian air defence forces destroyed 18 missiles and 39 attack drones. As a result of the massive Russian attack, the Trypillia thermal power plant in Kyiv region was completely destroyed.
  • Ukrainians are urged to save electricity in the evening throughout 2024.
  • On April 16, media reported that power engineers have already prepared blackout schedules that will be implemented in Kyiv if necessary.
