The expert shared his analysis with Espreso.
"The missile terror factor comes into play here. The Russians are trying to put pressure on Ukrainian society to ensure Ukrainian people influence the authorities' decisions. Russia wants Ukraine to comply with the Kremlin's ultimatum," Seleznyov said.
The military expert added that while shelling Vinnytsia, the Russian occupiers could target the Officers' House.
"The Russians could have targeted the Officers' House in Vinnytsia. But this institution has been working as a movie concert hall for a long time and has nothing to do with military infrastructure, except for the name," Vladyslav Seleznyov noted.
