Russia is preparing to announce a supposed victory in the war against Ukraine by February 24, 2025, marking the third anniversary of the full-scale invasion

Ukraine’s intelligence agency reported the information.

“The propaganda apparatus and intelligence services of the aggressor state, Russia, under Kremlin orders, are intensifying efforts to sow despair within Ukrainian society, destabilize the internal situation, and discredit Ukraine among the partner states that provide essential military support to our Security and Defense Forces in the fight against the invaders,” the intelligence service stated.

According to the intelligence, the key narratives of Russian information warfare include: “The West has betrayed Ukraine,” “Neither Moscow nor Washington cares about the views of Europeans and Ukrainians,” “The United States and Russia have reached secret agreements behind Ukraine’s back,” “The Ukrainian government is illegitimate,” “The Ukrainian army is losing on the frontlines,” and “Corrupt officials are embezzling billions of dollars in American aid meant for Ukraine.”

Additionally, Russia is preparing to announce a “victory” in the war against Ukraine by February 24, 2025, marking the third anniversary of the full-scale invasion.

“Moreover, these plans may also include a declaration of ‘Russia’s victory over NATO,’ as Moscow's propaganda has long portrayed the war against Ukraine as a confrontation with the Alliance,” the intelligence service noted.

The Kremlin's special services have been instructed to exploit the intensification of diplomacy under the new U.S. administration aimed at ending the Russian-Ukrainian war, as well as the bilateral meeting between U.S. and Russian delegations in Saudi Arabia on February 18, 2025, for subversive information and psychological campaigns.

“One of the key objectives of the Kremlin’s new propaganda tactics is to mask the status of an aggressor and war criminal, isolated by the civilized world, with the guise of a ‘constructive side of the conflict’ supposedly willing to pursue a peaceful resolution,” the Ukrainian intelligence service explained.

In this aspect of their efforts, Russian intelligence services are targeting Ukraine's European partners, who are not withdrawing their support but are instead increasing it. The Kremlin labels these European governments as "enemies of peace," the agency noted.
