Biden said this during the UN General Assembly.
"No one threatened Russia and no one, except Russia, sought conflict," he emphasized.
According to Biden, Putin made reckless nuclear threats. Everyone should put maximum pressure on the Russian president to stop the war. The US wants the war in Ukraine to end on fair terms, he added.
According to Biden, Putin's decision to mobilize is a mistake and bad news for the Russian people.
"Russia is recruiting even more soldiers and trying to organize a fake referendum - this is a direct violation of the UN Charter. The whole world must see these crimes," Biden added.
