Russia could have shelled the "administration" of Russia's placeman in Donetsk, Denys Pushylin, itself to justify strikes on Ukrainian government buildings on Independence Day.

American experts suggest that the Russians carried out a provocation on August 23 to justify the attacks on Ukrainian government buildings on August 24. This is evidenced by the fact that at the time of the shelling in Donetsk, Pushylin was absent from his "administration" building.
Immediately after that, the Russian mass media announced a Ukrainian attack on the "government building of the DPR" in order to create informational conditions for retaliatory attacks on Ukrainian government buildings on the Independence Day of Ukraine.
ISW also draws attention to the fact that some Ukrainian state bodies transferred employees to remote work from August 22 to 26 due to the danger of missile attacks. And one of the leaders of the Kherson occupation authorities, Kyrylo Stremousov, announced on August 22 the threat of provocations on Independence Day, which indicates possible attacks under a false flag.
