He shared the statement on telegram.
"Also, the vile enemies caused serious destruction of our critical infrastructure that provides electricity, heat and water supply before fleeing," the message reads.
Citizens are urged to evacuate to safe regions.
"Residents of Kherson Region, please take this as seriously as possible, take care of yourselves, Ukraine needs you all! The entire Kherson region will definitely be free and we will definitely return home," the post says.
