Russian President Vladimir Putin has signed decrees recognizing Ukraine's Kherson and Zaporizhzhia regions as "independent territories"
RIA-Novosti, Russian propaganda news, published the decrees.
Putin justifies his aggressive actions with "universally recognized principles and norms of international law" enshrined in the UN charter.
Putin's decrees on the recognition of the "independence" of the Kherson and Zaporizhzhia regions become "effective" on September 29.
