They say they only dream of feeding the whole world, but the "mean West" is not fulfilling its obligations. The old man in the bunker has been "cheated" again, and therefore the resumption of the grain deal is impossible.
This is a very old scheme of Russian propaganda: shifting the blame for one's own crimes to someone else. Preferably on the victim of their own aggression.

Simultaneously, throughout the ongoing conflict, Russia portrays itself to Asian and African nations as actively seeking to address food shortages. They even claim to provide grain assistance. They have gone to the extent of entering into a "grain deal." However, they subsequently withdrew from this agreement, as their strategic objective is to economically subdue Ukraine while framing Ukraine as the guilty party. This is done to avoid damaging their reputation among their "African friends."
Hence, these constant complaints of the "always puffed up" old man. In this way, he, the aggressor, wants to show himself as a victim, so that later, based on this, he can convince everyone that it was not he who raised prices and inflation in the world, but "the curators of the West and the Jewish Nazis."
