NATO's plans to redefine its Russia strategy have stalled as the U.S. brokers a peace deal between Moscow and Kyiv, raising uncertainty about the Alliance’s next steps ahead of the July summit

 NATO's long-anticipated reassessment of its Russia strategy has stalled as the U.S. negotiates a peace settlement between Moscow and Kyiv, sources told Euractiv.  

The Alliance had planned to present recommendations on its approach to Russia at the July summit in The Hague, but discussions have been put “on hold.” NATO’s ties with Moscow were severed after Russia’s 2022 invasion of Ukraine and have remained frozen since.  

Uncertainty also surrounds Washington’s stance, with diplomats admitting, “We do not know” what direction President Trump will take. His surprise call with Putin in January led to a Black Sea ceasefire and a partial easing of sanctions on Russia.  

A senior U.S. official confirmed ongoing NATO discussions but did not comment on America’s position. "Regarding Ukraine, all Allies agree that the death and destruction must stop," they stated, adding that Trump aims to "promote peace" and lead efforts toward a sustainable resolution.

  • The U.S. Senate has introduced a bill on new sanctions against Russia, which includes the possibility of imposing a 500% tariff on imports from countries that purchase Russian oil and other resources.
