Putin orders year-round conscription for Russian army in 2026

On December 29th, Russian leader Vladimir Putin signed a decree mandating year-round conscription into the Russian army, with plans to recruit 261,000 soldiers in 2026

This is stated on the portal of normative legal acts of the Russian Federation.

"From January 1 to December 31, 2026, citizens of the Russian Federation aged 18 to 30 who are not in the reserve shall be called up for military service," the document states.

Thus, the Kremlin plans to enlist 261,000 soldiers into the army.

At the same time, earlier in Russia, conscription took place twice a year – during the spring and autumn waves.

  • Ukrainian intelligence chief Kyrylo Budanov says that Russia will exceed its 2025 army recruitment goal. By early December, Russia has hit its target of 403,000 recruits.
