Defense Ministry spokesperson Dmytro Lazutkin spoke about this on Espreso TV.

“DOT-Chain Defence is a new digital system that speeds up and simplifies the supply of weapons to our military. It meets top international, European, and Ukrainian security standards—much more secure than regular marketplaces,” Lazutkin said.

He explained that the system is designed to deliver weapons to the front lines as quickly as possible, because time is critical.

In this pilot phase, the system will focus on drones. Each of the 10 brigades will receive funds from the Defense Procurement Agency to order drones. The Ministry of Defense will set the payment amounts, and the General Staff will determine the specific needs of each brigade.

Brigades will assign responsible personnel who will place orders through a personal account on the DOT-Chain Defence platform.

Dmytro Lazutkin, spokesperson for the Ministry of Defense, explained that only authorized military personnel will be able to use the DOT-Chain Defence marketplace through their personal accounts. Not everyone will have access or be able to buy FPV drones.

“Through a personal account in the system, soldiers will be able to choose FPV drones themselves,” he said. “Everything will be secure, every user will be verified. And only codified weapons will be available.”

Lazutkin confirmed that 10 brigades of the Armed Forces will take part in the pilot launch, though their names are not being disclosed.

The Ministry of Defense and the Defense Procurement Agency have allocated 1 billion hryvnias for these brigades to order FPV drones through the system. Later, the platform will also offer electronic warfare systems, UAVs, and robotic systems.

“This is just the beginning. The platform will grow and improve, and during this trial period, we’ll collect feedback and study user needs,” Lazutkin added.
