Ukrainian parliamentary Human Rights Commissioner Lyudmila Denisova raised the issue.
"On April 23 in Mariupol, occupiers issued such a certificate to a newborn boy, whose mother couldn’t evacuate to safe territory of Ukraine. In fact, the issuance of this paper deprived child of any citizenship," she said.
Denisova said that actions like this, carried out by Russian forces, violate the rights of children as enshrined in the UN Convention on the Rights of the Child. In particular, it violates Article 8, which provides for a child's right to preserve his or her identity, including nationality, name, and family ties.
