
Kyiv moves to create special tribunal with Council of Europe to prosecute Russian aggression
At the Council of Europe’s Committee of Ministers meeting in Luxembourg on May 14, Ukraine submitted a formal request to establish a special tribunal through a bilateral agreement
According to a report by Ukrinform, Ukraine — represented by Deputy Foreign Minister Oleksandr Karasevych — handed a letter to Council of Europe Secretary General Alain Berset expressing Kyiv’s readiness to create a Special Tribunal via a bilateral deal between Ukraine and the Council of Europe.
This step marks a formal move toward signing the agreement and establishing an international body to prosecute the crime of aggression.
Later, during a press conference following the committee meeting — broadcast by Espreso — Maltese Foreign Minister Ian Borg confirmed that they had received the letter.
Borg said he had received a letter from Ukraine and that discussions would continue regarding the establishment of a special tribunal to hold those responsible for the Russia-Ukraine war accountable. He added that their goal was to do everything possible to achieve a just and lasting peace, noting that talks on a ceasefire were underway to ease suffering and advance peace negotiations.
- Oleksandr Pavlichenko, Executive Director of the Ukrainian Helsinki Human Rights Union, noted that the process of establishing a special tribunal to investigate Russia's crimes against Ukraine has now moved from the political to the legal stage, with the documentation for its establishment already underway.
