Volodymyr Molchanov, a political scientist from Kherson, claimed citizens do not have a stable mobile connection. It is necessary to set up alerts using loudspeakers or something that could warn people about the danger in all districts of the city
He announced this on the air of Espreso TV channel.
"Kherson got a tragic legacy from the Russian forces. There are not enough fire trucks in the city. They do not come in cases of damage to apartment buildings, when fires destroy several flats. In addition, there are not enough ambulances. The main thing is that there is no notification of artillery danger alarms in Kherson. Kherson residents overwhelmingly do not have stable mobile communication, that is, applications that warn about the danger of shelling do not work for citizens," the political scientist noted.
Molchanov explained that if there is a warning, then Kherson residents will have about one to three minutes to hide under the northern wall of the house and protect themselves because shells fly along a hinged trajectory and hit the southern facades or ends of apartment buildings. Sometimes these few minutes may be enough to move out of the south-facing room and defend yourself according to the two-wall rule.
"We need to set up alerts using loudspeakers or something similar that could warn people about the danger in all districts of the city. In addition, with the current artillery threat, the bomb shelters that exist in Kherson are somewhat useless, because people need up to 10 minutes or more to reach them as they are mainly located on the territories of enterprises or municipal hospitals. Perhaps it is necessary to dig cellars near the northern facades of houses now so that people can go down there in case of danger. But the main thing is to set up a warning so that people do not burn alive because cluster munitions often hit the gas supply system, and people are now warming themselves from gas stoves, so large-scale fires occur," Molchanov said.
