Kherson mayor, who asked Zelensky for an explanation, was told how to act in conditions of Russian occupation
In case of threat to life, leave with family, but don’t resign and perform duties remotely. This advice was given by head of Kherson regional military administration Gennady Laguta to mayor of Kherson Igor Kolykhayev at his request on how local administration to work in conditions of occupation by Russian invaders, according to a document available to NV
In it, Laguta drew attention to need for unconditional implementation Kherson mayor and his subordinates instructions for village, town and city mayors and heads of regional military administrations on actions in case of threat of capture / occupation of community.
"If you and your family members, as well as subordinates and their families feel threatened by life, you must change your location to avoid possibility of capturing yourself or family members. At the same time continue to perform their duties and ensure the functioning of all utilities . Do not write to you or your subordinates applications for dismissal, etc., "- said head of regional military administration in the document.
According to instructions attached to document:
1. Village, settlement, city mayor is obliged:
a) organize provision to community residents with critical infrastructure services;
b) seize for personal storage seals and electronic signatures of officials of relevant council, as well as destroy documents with personal data of employees of council, executive committee and utilities;
c) publicly declare their support to Armed Forces of Ukraine and their desire for Ukraine's victory;
d) change their location in agreement with head of regional military administration to avoid possibility of capturing themselves or their family members.
2. Head of regional military administration is obliged to:
a) to create for village, settlement, city mayor all possibilities for fulfillment obligations imposed on him by this Instruction;
b) to organize, at request of village, settlement, city mayor, removal of his family from territories that may be temporarily occupied;
c) ensure removal from territory of community from which Armed Forces of Ukraine temporarily withdraw, village, town, city mayor and documentation specified by him, seals, keys to access electronic resources of community and legal documents on community life.
3. Village, town, city mayor is obliged not to allow any personal dependence on enemy, including capture of himself or other family members. At the same time, it must make every effort to provide residents of community with critical infrastructure during temporary occupation and to restore it as soon as possible after territory returns to Ukrainian control.
4. Head of regional military administration is obliged to immediately notify Office of the President of Ukraine on the implementation of subparagraph "c" of paragraph 2 of this Instruction.
