She stated this in an interview with Bild.
According to Burbok, Russia is using gas pipelines as a weapon in hybrid warfare.
"If Putin is not supplying through Nord Stream-1, why should he supply through Nord Stream-2? Nord Stream-1 is not getting enough gas, not because the pipeline is broken, but because Putin does not want to," the minister said.
Burbok also stated that Russia's cheap gas was "self-deception".
"We may not have paid a lot of money for him, but we paid for him with our security and independence. And Ukrainians have already paid for him with thousands of their lives," she said.
