EU can create legal grounds for bringing Russia to justice as state sponsor of terrorism - political analyst
Volodymyr Horbach, a political analyst at the Institute of Euro-Atlantic Cooperation, noted that international law does not yet guarantee the prosecution of states recognized as sponsors of terrorism
He expressed this opinion on Espreso TV
Volodymyr Horbach commented on the future prospects for the European community of the European Parliament’s resolution recognising Russia as a state sponsor of terrorism.
"There is an international convention in the world on the prohibition of sponsoring terrorism, and one of the signatory countries of this convention is the Russian Federation, so it can be prosecuted according to the norms of this agreement. We have the full moral right to call the Russian Federation a terrorist country, but legally in international law there is no such term yet. In addition, the resolutions of the European Parliament are of a recommendatory nature, however, such a recommendation contains a proposal to develop legal foundations in EU law so that it becomes possible to hold the Russian Federation accountable for its terrorist activities," the political analyst explained.
Volodymyr Horbach added that the resolution of the European Parliament called Russia a state sponsor of terrorism, and through coma it was added that it is a state that practices terrorist acts.
"Therefore, some kind of responsibility must be provided for terrorist acts by the Russian Federation. If international law does not yet guarantee the prosecution of such states, the EU will try to create such legal grounds – if the proposal of the European Parliament is taken into account. And this could become a breakthrough moment in this case," Horbach emphasized.
