A senior government official told The Moscow Times.
According to him, Putin was "personally affected" by the flight of citizens on a scale that the country has not seen since the collapse of the USSR.
According to demographer Alexei Raksha, 500,000-800,000 people have left Russia, while analysts at Alfa Bank estimated the wave of migration at 1 million citizens.
"This escape both personally affected and outraged the boss (as Russian officials are known to call Putin among themselves according to Soviet tradition - ed.) He ordered to stop this from happening in the future and to start fostering patriotism in people," the official said.

On April 11, the Russian State Duma passed the bill in the second and third readings. The next day, it was approved by the country's Federation Council.

On April 14, Putin promptly signed the bill into law, introducing electronic summonses and closing the borders for those who failed to appear at the military registration and enlistment office.
