Tiny Kox said this in an interview with the Ukrainian European Pravda media outlet.
The PACE President emphasised the need to restore justice.
"The decision of the summit of heads of state and government will refer to the relevant elements of Zelenskyy's peace plan. So, justice must be restored. And that is why the summit decision will also say that a tribunal for the crime of Russian aggression is needed," Kox said.
The President of the Parliamentary Assembly of the Council of Europe noted that the summit should determine that a compensation mechanism is needed to compensate Ukraine for the material losses caused: "This requires a register of losses. And already at this summit, dozens of states will join the agreement that will create such a register, which will be launched in the Netherlands, in The Hague."
According to the PACE President, this is an important step forward.

On May 16, a two-day summit of the Council of Europe began in the Icelandic capital Reykjavik, where participants consider the most important global issues and questions of international relations, including the consequences of Russia's armed aggression against Ukraine and the search for a just peace.
It is the fourth in history since the organization was founded in 1949. The last time the leaders met was 18 years ago.
The Summit will bring together leaders from 46 countries: Olaf Scholz, Rishi Sunak, Emmanuel Macron, Georgia Maloney, Andrzej Duda, as well as Ursula von der Leyen and Charles Michel from the EU among them.
The Ukrainian delegation is headed by Prime Minister Denys Shmyhal.
Kox also insists on holding parliamentary and presidential elections in Ukraine, which is an obligation under the Council of Europe charter.
