Can West stop aggressor and restore international order?

Two quotes from media reports: 

"The Office of the UN High Commissioner for Human Rights has documented six extrajudicial executions of Ukrainian prisoners of war and confirmed the authenticity of the video of the killing of a soldier after he said 'Glory to Ukraine', and the video where Russian serviceman beheaded a Ukrainian soldier."

"Germany is not going to supply Ukraine with long-range Taurus missiles in the foreseeable future... German government officials also expressed concern that the Kerch Bridge could be hit by Taurus missiles..."

I do not want to comment on this. 

Germany helps in many ways. Indeed, it supplies air defense and other important weapons. 

But this is not the way to stop the aggressor and restore the rules of international order. 

There must be at least some justice, not just a mere calculation...
