The parties agreed to continue to support Ukraine and "diminish Russia's capacity to wage its illegal war."
The United States and the EU are also stepping up enforcement of general sanctions against Russia to "prevent evasion and circumvention."
"We must disrupt the supply routes that continue to feed Russia’s war machine and will sanction those involved," Ursula von der Leyen said.

The two leaders have promised Ukraine "security, economic and humanitarian support" for as long as it needs, CNN reports.
"We remain committed to providing and mobilizing international support, including from the private sector, to ensure Ukraine's economic stability," Biden and von der Leyen said in a joint statement.
The leaders outlined initiatives to help Ukraine rebuild and emphasized efforts, including sanctions, to "further degrade Russia's capacity to wage an illegal war and its military-industrial system," the statement said.
"Putin thought that he would divide us, and yet we are more united than ever. We stand together in our unwavering support for Ukraine for as long as it takes," the joint statement following the meeting emphasizes.
