"Today we are witnessing an unprecedented Russian attack on Ukraine's civilian infrastructure," Lithuanian President Gitanas Nauseda said. "The destruction of a major dam is a war crime that directly threatens thousands of people," he added.
"This war crime will lead to ecocide, enormous economic damage and the displacement of thousands of people. The perpetrators of war crimes must be brought before a special tribunal," Estonian Foreign Minister Margus Tsahkna is convinced.
"This is an environmental disaster, people's lives are threatened. Russia is a terrorist state, and it must be stopped," said Latvian Foreign Minister and newly elected President Edgars Rinkēvičs.
