All towns in Sievierodonetsk district are basically Russian military bases 

Roman Vlasenko, the head of the Sievierodonetsk District Military Administration, said this on Espresso.

"I would say that Sievierodonetsk is on the contact line, because even powerful barrel artillery can reach the city, let alone Grads. Sievierodonetsk, Lysychansk, and Rubizhne are used by local collaborators and the Russian military as rear bases. There are places where troops are stationed," he said.
