He recalled that four aid packages had been announced for Kyiv as part of the PURL initiative and noted that the Alliance was working on organizing and financing the next ones. Turner mentioned that in 2024, NATO countries had provided Ukraine with more than $50 billion in military aid, while the final figures for the current year had not yet been determined. He added that the Ukrainian government had informed its partners, including NATO, that in 2026 the country’s total defense budget would amount to $120 billion, half of which would be financed by Ukraine and the other half by international partners. Therefore, he said, the PURL initiative was an important part of this overall support, although total assistance was not limited to it.

The diplomat emphasized that NATO’s first priority regarding Ukraine was to help in every possible way so that the country could defend itself. He explained that the most reliable way to achieve this was through military support, noting that the allocation of $50 billion last year and $60 billion next year represented significant and practical assistance under the PURL initiative, which he described as vital support.

At the same time, Turner pointed out that another priority for NATO was non-lethal assistance to Kyiv. He said that the NATO Comprehensive Assistance Package for Ukraine (CAP) provided a wide range of non-lethal support, covering both battlefield-related aid and long-term programs such as support for hospitals and veterans, which he described as one of NATO’s priority areas of assistance.
